Is there a provision to edit the time for all the questions at once?

Yes, there is! From the quiz editor, change the time for a question to display the option to apply the selected time for all the questions.

Click the 'Change for all questions' link (next to the time drop-down) to set the selected time for all questions in the Assessment/Quiz.
